As a native Puerto Rican, I have witnessed the remarkable transformation of our Island’s industrial landscape. From pharmaceuticals and biotechnology to food, beverage and advanced manufacturing, Puerto Rico has earned its place as a global center for innovation, production and investment. For more than six decades, Fluor has been proud to contribute to that growth.

Our operations in Puerto Rico are anchored by Caribbean Architects & Engineers (CAE), an engineering design partnership, and Fluor Daniel Caribbean, a construction organization. Together, they have supported some of the Island’s most important industrial investments, from power restoration following Hurricanes Irma and Maria to helping clients transform ideas into world-class pharmaceutical and beverage facilities.

In life sciences and advanced manufacturing, Fluor and CAE have developed master plans and front-end engineering solutions for pharmaceutical clients with fill-finish, formulation, packaging and warehousing facilities, supporting new developments, expansions and retrofits.

Since the 1960s we have pioneered many advances in engineering and construction on the Island, including the use of 3D modeling, while designing most of the major pharmaceutical installations in Puerto Rico. In each of these projects, collaboration was key. Before a facility is built, organizations must understand how business objectives, production requirements, technology, infrastructure and growth strategies come together. CAE’s multidisciplinary teams combine architecture, engineering, planning and project delivery expertise to establish greater certainty around project scope, cost and schedule.

By bringing these disciplines together, we help answer our clients’ three main questions:

  • How will the facility look?
  • How much will it cost?
  • How fast can it be finished?

Master planning connects these questions into a long-term vision. Our Project Development Studio and Pre Construction Team, comprised of highly experienced global subject-matter experts, evaluate site opportunities, facility relationships, utility requirements, logistics, material and personnel flows, as well as future expansion needs. They help organizations develop practical roadmaps for growth, and that value can help a client make strategic decisions for current and future projects. Through conceptual layouts, facility programming, 3D modeling, construction planning and execution, clients gain the confidence to make informed investment decisions.

This approach creates value across a range of industries in Puerto Rico and the Caribbean. In life sciences and advanced manufacturing, Fluor and CAE have developed master plans and front-end engineering solutions for pharmaceutical clients with fill-finish, formulation, packaging and warehousing facilities, supporting new developments, expansions and retrofits. In the food and beverage sector, we have supported the expansion of major production campuses through integrated site planning, facility architecture and infrastructure development.

We meet these challenges by employing subject-matter experts here at home in Puerto Rico and globally to develop projects that are compliant with the FDA and the global regulating agencies. These projects demonstrate our ability to create flexible, scalable facility concepts that support evolving production requirements while maintaining operational continuity.

As competition for investment intensifies, thoughtful planning and early project definition are more important than ever. This is where we can create the greatest impact on a project’s success. As both a Puerto Rican and a leader of Fluor’s operations on the Island, I am proud of the role we have played in Puerto Rico’s development and excited about the opportunities ahead.
