The facility is slated to be completed in 2028
BlueSky FBO has begun construction on a new $54 million fixed‑base operator facility at Luis Muñoz Marín International Airport, marking what the company describes as the most significant private investment in Puerto Rico’s business aviation sector in more than ten years.
The five‑acre complex is slated to be finished by summer 2028, with operations launching later that fall, according to a statement.
José Maldonado, senior partner at BlueSky San Juan, said the project responds to the rapid evolution of business aviation and the island’s need for infrastructure that can accommodate modern international traffic. He noted that the facility is designed to offer a high‑end experience while strengthening Puerto Rico’s position as the Caribbean’s primary gateway to the continental United States.
Construction is expected to create roughly 30 jobs, followed by 60 to 80 permanent positions once the FBO is operational. An additional 110 indirect jobs are projected as part of the broader economic impact.
Plans call for an 8,000‑square‑foot executive terminal, more than 60,000 square feet of hangar space, and about 275,000 square feet of aircraft apron. Inside, travelers and crews will find executive lounges, pilot amenities, conference and flight‑planning rooms, concierge services, and ground transportation options. The facility will also house a fully integrated U.S. Customs and Border Protection inspection area, enabling eligible international flights to clear customs on‑site.
BlueSky’s service portfolio will span aircraft fueling, line services, cargo and aircraft handling, hangar leasing, marshaling and towing, ground support equipment, concierge assistance, inflight catering, customs coordination, executive transport, and support for both domestic and international operations. Local operators will gain immediate ramp access and direct links to the island’s main highway system.
The project has secured approvals from the FAA, Aerostar Airport Holdings, environmental regulators, and U.S. Customs and Border Protection. BlueSky said the remaining operational certifications are advancing in collaboration with federal and local authorities.
