Puerto Rico Unveils New Export Manual at Chamber of Commerce Convention

The Department of Economic Development and Commerce (DDEC) and the Puerto Rico Chamber of Commerce (CCPR) unveiled a new edition of the Manual de Exportación de Puerto Rico on Wednesday, presenting the guide during the opening day of the Chamber’s annual convention.

The publication aims to expand the island’s export capacity by providing businesses with free access to practical, up-to-date information on entering global markets.

The manual, which will be available at no cost later this month on desarrollo.pr.gov and camarapr.org, is designed for entrepreneurs, established companies, and organizations seeking to scale their operations internationally. It consolidates guidance on export readiness, international business planning, logistics, regulatory requirements, customs procedures, Incoterms, federal contracting, and risk management, among other topics.

Governor Jenniffer González Colón said the initiative aligns with Puerto Rico’s broader economic development strategy, emphasizing that exporting remains one of the island’s strongest pathways to long‑term growth.

“Puerto Rico has the talent and business capacity to compete successfully in international markets. Exporting represents an opportunity to generate economic growth, create high‑value jobs, and strengthen our presence in strategic markets around the world,” González Colón said. “With this manual, we want more companies to have the tools they need to take the next step toward international expansion.”

DDEC Deputy Secretary Roberto Lefranc noted in a statement that many local firms have untapped export potential but lack clear guidance on how to navigate the process. The manual, he said, is intended to close that gap.

“This resource was developed so companies can access reliable information, clarify their questions, and prepare to make informed decisions about expanding internationally,” Lefranc said.

The effort is part of the DDEC’s broader push—through its Auxiliary Secretariat for Entrepreneurship and Business Development and the PromoExport program—to support the internationalization of Puerto Rican companies and strengthen their competitiveness abroad.

Chamber of Commerce President Margaret Ramírez Báez highlighted the strategic value of the collaboration, calling the manual a tool that helps local businesses integrate more effectively into global value chains.

“Expanding our export capabilities is a catalyst for innovation, commercial diversification, and sustained economic growth,” Ramírez Báez said. “Through this alliance with the DDEC, we are providing the business community with a cutting‑edge instrument that enhances competitiveness and helps them reach far beyond the island’s 100 by 35.”

Both organizations encouraged entrepreneurs and business leaders to download the manual once available and use it as a starting point to assess export readiness, identify opportunities, and chart new growth routes in international markets.
