PAM speeds AutoExpreso transformation

New CEO wants to turn tolling operation into national model, including customer service

Professional Account Management (PAM) has tapped Mark Williams, a veteran of organizational transformation with deep ties to Puerto Rico, as president and chief executive officer of its local tolling subsidiary, according to a statement Thursday.

The appointment marks the beginning of a new phase for the company that manages and operates the AutoExpreso electronic tolling system.

Williams brings more than 15 years of experience working on the Island across government, finance, technology, and media. His previous roles in Puerto Rico include serving on the boards of the Economic Development Bank and the Puerto Rico Film Fund, as well as directing the development team behind the Treasury Department’s SURI tax system. He has also held multiple CEO posts in consulting, financial services, and media companies based in San Juan.

“For the past year I’ve been advising PAM’s AutoExpreso team, and much of my professional life has been spent in Puerto Rico,” Williams said in the statement. “I know and care deeply about this Island. When I was asked to return to San Juan to help transform AutoExpreso into a national model with first‑class operations and customer service, the decision was very easy.”

Williams added that PAM is shifting its Puerto Rico operations toward a fully local management structure. “PAM is a national organization, but our Puerto Rico team understands this Island, its culture, and its needs. My wife and I now live in San Juan.”

Before joining PAM, Williams served as director of the New Mexico Motor Vehicle Department, where he led a rapid transformation that turned the agency into a national benchmark for service and efficiency in under two years. The turnaround was later profiled in Government That Works as an example of fast, positive institutional change.

In the technology sector, Williams was CEO of Cautus Networks, a financial software development firm owned by a consortium of Latin American banks. He also worked as a project director for Fast Enterprises, the developer of Puerto Rico’s SURI system, where he oversaw more than $600 million in IT modernization projects for government agencies in Maryland, Georgia, Colorado, Massachusetts, Minnesota, and Puerto Rico.

Earlier in his career, Williams held corporate finance roles on Wall Street and at American Express’ global headquarters in New York.

He holds an MBA in Finance from Cornell University and bachelor’s and master’s degrees from Northwestern University. Williams is a Lean Six Sigma Master Black Belt and carries multiple certifications in project management, change management, and media operations.

Founded in 1936, Professional Account Management provides technology and management solutions for government and commercial clients in the United States, including toll systems, parking operations, motor vehicle services, and citation processing. PAM has operated in Puerto Rico since 2019.
