Energy Bureau Opens Comment Period on Revised Interconnection Rules for Distributed Generation and Microgrids

The Puerto Rico Energy Bureau has launched a formal request for public comment on its Revised Preliminary Draft regulation governing the interconnection of distributed generation systems and microgrids.

 Stakeholders have until August 14, 2026, to submit written feedback on the proposed rules, which set out new procedures, timelines, and technical requirements for connecting energy projects to the Electric Power System (EPS).

The draft regulation sets out detailed mechanisms for pre-application reporting, application review, system studies, and cost responsibilities for interconnection customers. It also clarifies requirements for large microgrids, stating that projects above 5 MW must seek approval to interconnect to the transmission system through a process that includes citizen participation.

Among the proposed changes is a structured Pre-Application Report process that allows developers to request system condition information for a $300 non-refundable fee. The EPS Operator must deliver the report within ten business days. The report is non-binding and does not confer interconnection rights. Applications submitted through the Cyber Portal will undergo completeness review, modification procedures, and—when necessary—supplemental studies that may require deposits and cost reimbursements.

The regulation also outlines the requirements for feasibility, system impact, and facilities studies, including cost estimates, design responsibilities, and construction timelines. Interconnection customers may be responsible for network upgrading costs upfront, with potential repayment mechanisms defined in the Interconnection Agreement. Milestones, delays, and dispute resolution procedures are also codified to improve project transparency and coordination.
