European Union leaders began the second day of their summit on Friday with discussions centered on the bloc’s next long-term budget and growing concerns over developments in the Middle East, including uncertainty surrounding negotiations between Iran and the United States.

The talks follow a first day dominated by discussions on Ukraine and China. EU leaders reaffirmed their support for Ukraine’s membership aspirations, agreeing to continue the accession process based on merit rather than through an accelerated pathway. They also signaled a tougher approach toward trade relations with China.

Attention has now shifted to the European Union’s Multiannual Financial Framework (MFF) for 2028-2034. Leaders are reviewing a revised proposal prepared by Cyprus, which currently holds the rotating presidency of the Council of the European Union. The latest draft reduces the European Commission’s original budget proposal by 2%, but significant disagreements remain among member states over spending priorities and funding levels.

The summit also comes at a time of heightened geopolitical uncertainty, with European leaders monitoring developments in the Middle East and assessing the potential implications of ongoing diplomatic efforts involving Iran and the United States.

The outcome of the budget negotiations will help shape the EU’s economic priorities, investment strategies and policy agenda for the remainder of the decade.
