Roosevelt Roads seeks developer for 5,350-sq-ft building near ferry terminal in Ceiba

Ceiba– A 5,350-square-foot building adjacent to the ferry terminal at Roosevelt Roads could become a restaurant, food market, tourism hub, co-working space, or passenger services area under a request for proposals announced Wednesday.

Carlos Ríos Pierluisi, executive director of the Roosevelt Roads Local Redevelopment Authority (LRA), said the Request for Expressions of Interest seeks to renovate and activate Building 192, located within the former naval base in Ceiba.

“The development of Roosevelt Roads happens step by step, with concrete actions that lay the groundwork for new investment opportunities and economic activity,” Ríos Pierluisi said in a written statement.

The property sits near the maritime terminal connecting Ceiba to Vieques and Culebra — a corridor with high daily passenger traffic.

According to Ríos Pierluisi, the initiative aims to transform an underutilized space into a commercial, tourism, recreational, or services asset that complements ferry activity.

“This Expression of Interest is part of our vision to turn underutilized spaces into assets with real potential to generate economic movement, strengthen the visitor experience, and continue positioning Roosevelt Roads as an engine of development,” he said.

Developers, investors, operators, entrepreneurs, and multidisciplinary teams may submit concepts spanning dining, maritime, cultural, recreational, innovation, or mixed-use categories. Suggested uses include waterfront restaurants, food markets, convenience stores, visitor centers, maritime-themed retail, and passenger services.

“Roosevelt Roads represents one of the most important redevelopment opportunities in Puerto Rico, and our responsibility is to keep creating the conditions needed to attract investment, activate spaces, and build a forward-looking vision for the eastern region,” Ríos Pierluisi added.
