SAN JUAN — Gov. Jenniffer González has appointed Carlos Ríos Pierluisi as the new secretary of Puerto Rico’s Department of Economic Development and Commerce (DDEC), following the departure of Sebastián Negrón.

Ríos Pierluisi, a seasoned public administrator with experience in economic development and government operations, assumes leadership of the agency at a critical juncture for Puerto Rico’s economy. DDEC plays a central role in promoting investment, supporting business growth, managing incentive programs and advancing strategic development initiatives across the island.
Prior to his appointment, Ríos Pierluisi held several leadership positions within the government, including roles focused on economic policy, federal funds management and regional development. His experience in both the public and private sectors is expected to support the administration’s efforts to accelerate economic growth and strengthen Puerto Rico’s competitiveness.
The leadership transition comes as Puerto Rico continues to pursue initiatives aimed at attracting investment, fostering entrepreneurship and advancing infrastructure and workforce development projects.
The appointment follows Sebastián Negrón’s departure from the agency, marking a new chapter for DDEC as it navigates the island’s evolving economic landscape.
