USDA-backed initiative advances collaborative business ecosystem in eastern Puerto Rico
A U.S. Department of Agriculture (USDA) Rural Community Development Initiative (RCDI) program is gaining traction in eastern Puerto Rico, as entrepreneurs, municipal leaders and public-sector representatives convened for a second regional meeting aimed at strengthening the area’s business ecosystem.
The meeting, held recently at the Ceiba Multi-Purpose Center, was facilitated by the Institute for Building Technology and Safety (IBTS), which continues to advance initiatives focused on sustainable economic development through cross-sector collaboration.
The initiative, branded “Building Business Ecosystems,” seeks to connect stakeholders with resources, foster partnerships and establish a Regional Support Network under the Rural Partners Network (RPN). Organizers said the network will serve as a platform to align local needs with federal and state resources, particularly in underserved communities.
IBTS officials emphasized their role in designing strategic initiatives and facilitating partnerships that respond to on-the-ground economic challenges. The event featured informational sessions, networking opportunities and a panel discussion highlighting the role of collaboration in driving regional growth.
Panelists included David Ferreira, a loan specialist with USDA Rural Development, and Dr. Ulises J. Méndez Vega of the Puerto Rico Department of Economic Development & Commerce. Both underscored the importance of coordinated efforts between government agencies, municipalities and the private sector to accelerate economic activity.
“We continue to make an impact on communities—that’s what’s needed,” Ferreira said. “We are very pleased with the level of participation and how the public responded to the call. The questions were thoughtful and directly tied to real needs, which is why we are here: to understand how the program can be tailored to meet those needs.”
The RCDI program is designed to build capacity among local organizations, equipping them with the tools and technical assistance needed to support small businesses and stimulate long-term economic growth across Puerto Rico’s eastern region.
