The interim executive director of the Central Office for Recovery, Reconstruction and Resilience (COR3), María L. Marín Colón, announced the publication of multiple bid solicitations for reconstruction projects funded by the Federal Emergency Management Agency (FEMA), including the rehabilitation for the Paseo Lineal de Puerta de Tierra, in San Juan, and the reconstruction of the two schools of the Department of Education. 

“Every project that enters with the contracting phase represents a solid step to continue advancing of Puerto Rico’s reconstruction. We urge to all qualified contractors to participate in these processes, as greater competition improves the execution of construction projects, it promotes the transparency and contributes to the efficient use of the allocated funds. At COR3, we will continue facilitating and streamlining the processes to maintain the reconstruction moving forward.” Said Marín Colón.

Following the completion of the design phase for the Paseo Lineal de Puerta de Tierra project in San Juan, the Highway and Transportation Authority (Autoridad de Carreteras y Transportación ACT), under the department of Transportation and Public Works (Departamento de Transportación y Obras Públicas, DTOP), issued a call for bids to select the company that will be responsible for carrying out the reconstruction and mitigation work. The project aims at addressing the damage caused by hurricane Maria and the ongoing impact of the wave action, which results in coastal erosion. 

The scope of the work includes the demolition and removal of existing structures, along with installation of various mitigation measures to improve coastal stability. The work includes the construction of a steel pile wall, the placement of rocks and geo-tubes, and other protective elements intended to reduce the impact of future coastal events.

According to the ACT, the virtual pre-auction meeting for bidders interested in this project will be held on Wednesday, July 22, at 2:00pm.

In addition, the Department of Education has opened bidding for the reconstruction of the Conchita Igartúa de Suárez school in Aguadilla and Juan B. Stubbe school, in Cidra. For both projects, the deadline for submitting questions or requesting clarifications is July 17, while proposals must be submitted on or before August 17.

Cotractors and other interested parties can learn more about these and other FEMA-funded opportunities by visiting the COR3 Transparency Portal (Portal de Transparencia COR3), specifically the Procurement Process Inventory (Inventario de Procesos en Adquisicion). 

This digital tool centralizes the procurement processes associated with reconstruction projects, making it easier for contractors, suppliers, professionals, and citizens to identify opportunities for participation in a more streamlined, accessible, and organized manner, thereby strengthening transparency and competitiveness in the implementation of Puerto Rico’s reconstruction efforts.
